Do you mean have a pinned post go directly to the tag/category url? If so, you can achieve this through this solution outlined on a previous topic of yours.

The forum software that runs Discuss Write.as is called Discourse. It is a good way to have a forum on the same domain as your site. Here is more about subdomain support with Discourse in this post.
